Wow, what a toughie
I’m pleased that your seeking advice and so keen to help your little bro get past this, you’re a good sister!
It’s kinda hard when something like this frightens a child, but to get him back on a toilet, you may need to try a little coersion; if needs be, you may (although not entirely desirable) have to move him back to a potty for a week or two, introducing him to the flushing again after his potty’s been emptied into the toilet.
Alternatively, as my aunt did with my niece, who was also scared of the flush, get him a little pair of child’s ear muffs, which would dampen the sound of the flush, so it’s quieter and less scary.
Be patient, this could take a little time – when something scares a child, it can set in for a bit.
Good luck, and thanks for asking for our help!

He is just lazy, and he wants to pee and boo boo in a diaper instead.

My son was scared of the toilet flush when I was potty training him. At 3 years old, your brother is old enough to have a conversation, so make it absolutely clear to him that the toilet will not flush or make a noise until he is out of the room completely. I did this with my son and then flushed the toilet when he had left the room. After a few weeks of this he was brave enough to peep behind the door while I flushed the toilet, and then we finally progressed to him flushing it himself when I was with him. It took a while, but it worked well. Good luck!
PS I can’t believe somebody asked if he’s got Asperger’s Syndrome!! What an irresponsible thing to say! He’s a normal 3 year old going through one of the many phases that come along.

just find something that he likes or enjoys and assosiate it with the toilet. maybe give him a treat after or make it fun some how by showing him that even his teddy like it or something along these lines….
just do this the first few time and he will get used to it in no time
hope this helped!
